France and Luxembourg sought exemptions
France was one of the countries demanding the removal of Russian-Uzbek billionaire Usmanov from the sanctions list.
Officials in Paris explained the decision as having to do with “national security” concerns. The French government has not provided any additional details.
Meanwhile, Fridman’s sanctions exemption was put forth by Luxembourg.
Sources say the move comes as Fridman sues Luxembourg for €15 billion ($17 billion) over his frozen assets, due to EU sanctions.

QUOTES – Imports of luxury Russian sable pelts into the European Union may resume after EU member states lifted a ban that had been introduced only in April, according to Euractiv. The change was included in the latest package of EU sanctions against Moscow, agreed last week.
The European Commission justified the exemption by arguing that Russia dominates the global sable pelt trade, leaving European manufacturers with few alternative suppliers.
Italy and Greece, the two main buyers of Russian sable pelts within the EU, pushed for the exemption, a European diplomat told the outlet.

QUOTES – Radio Free Europe/Radio Liberty (RFE/RL), a US government-funded international news organization, has released a new report on the teardown of a mostly intact Russian Geran-4 “Seeker” turbojet drone, revealing what makes these new one-way attack drones deadlier than the older piston-powered Geran-2s.
We first detailed the new 300 mph Geran-4 in a report earlier this summer titled “Drone War Enters Terrifying New Phase As Russia Deploys 300-MPH Jet-Powered Shahed.”
Drone warfare is evolving so quickly, and it is truly terrifying, as these new drones are much faster, fly at higher altitudes, and can evade conventional air defense systems, as demonstrated in Ukraine right now.
RFE/RL analysts got their hands on one of these new drones, conducted a complete teardown, and inspected its components. They found many foreign-made components, much of which came from China.
The teardown also revealed that the jet’s brain used Texas Instruments chips (markings scraped off, logos still readable).
